Kartika (b. 1971) studied law at the University of Maastricht, specialising in penal law and administrative law. Afterwards she also took courses in negotiation, mediation, debate for lawyers and professional conversational aptitude. From 1994 to 1996 she was co-ordinator and member of the executive of the Law Centre Foundation in Nuth, Limburg. She then worked for two years as an independent lawyer in a legal advice bureau.
In 1997 Kartika Liotard went to work at Laser, an executive department of the Ministry of Agriculture whose task was the implementation and application of more than a hundred regulations relevant to the ministry’s responsibilities, such as supporting measures under the EU’s Common Agricultural Policy as well as national subsidies and incentive payments. Through this work she gained first-hand experience which convinced her that these often incomprehensible policy and legal regulations must be scrapped in favour of rules which are framed and written in such a way as to be accessible to the citizen. At the same time, she learnt a great deal about relations between the EU, the member state, organisations responsible for carrying out policy decisions, and broader society.
