Country Information

This section provides information about the EU countries. Currently eleven states have decided to hold a referendum on the EU Constitution. The question is still undecided in eight member states, while in five countries it seems to be unlikely, that a referendum will be held. The Parliament of Lithuania has already ratified the constitution.

A propaganda homepage is established

The Spanish government starts its institutional campaign in favour of the EU Constitution. The homepage www.constitucioneuropea.es is definitely pure propaganda for the EU Constitution. They choose the slogan: “Los Primeros Con Europa” (“We the first with Europe”).

Accompanied by psychological pressure

This goes along with quotations like e.g. PM José Luis Rodríguez Zapatero:

“Our country, Spain, that arrived later at the democratic Constitution and the European construction, takes now the opportunity to show that it is, unambiguous and by a majority, with Europe. I firmly think the European Constitution will pass over, due to its capital importance, the political establishment but concerns all citizens. That is why, the Government will call for a referendum to be hold the next 20th February to allow Spaniards to have their say, by means of popular vote, about their approval and rejection of the constitutional text.

That means Spain will be the first country to ratify by referendum the European Constitution. Therefore, our vote will have a continental dimension and influence the public opinion in the other twenty four countries. Now Europe watches us; we are going to be a reference and an example; but I am certain that the Spaniards are going to send a clear message of Europeanism, and position ourselves in the vanguard of the European construction."
