Constitution for a "better world"

An article in La Tribune quotes Jacques Chirac saying that the Constitution represents “a positive step for workers” and that it “reinforces the European social model.” Les Echos reports that Zapatero argued that Spain’s prosperity would be “reinforced thanks to the Constitution” which, he said, “would institute a social model which aims to be the fairest and the most advanced.”
Fears of low turnout
