Czech Republic tries to avoid referendum


The prospective future Prime Minister of the Czech Republic, Jan Kohout, wants to avoid the ratification of the EU Constitution in a referendum but wants to vote on it in the Prague parliament. According to the daily paper "Mlada fronta Dnes" the Social Democrat (CSSD) and up til now ambassador in the European Union said, one of his first steps - if he were appointed head of government - would be a request to the constitutional court to get an expert's report about whether a) the constitution could be ratified in the parliament and whether b) the "constitutional majority" (three-fifth majority) or the simple majority is needed.

If the constitutional court should confirm that a simple majority in the parliament would be sufficient the government coalition could ratify the EU Constitution without referendum.
