France: Referendum
as soon as possible
French Prime Minister Jean-Pierre Raffarin said on French radio this morning that he wants a referendum on the EU Constitution to take place "as rapidly as possible, without rushing the stages". He believes, however, that it would "be very difficult to do it within six months", saying it would take "more than six months to send the text to all French people". If the French government sends a copy of the EU Constitution to all households it will make it more difficult for the UK Government to resist doing the same.
